Sets max CPU power percentage of pluggend-in and on-battery for the active power profile by command-line
as found under the
Classic Control Panel -> Power Options -> Change plan settings -> Change advanced power settings ->
Processor power management -> Maxium processor state(s)

Usage:

SetMaxCpuPower PluggedIn_Percent [OnBattery_Percent]

Samples:

SetMaxCpuPower 100 80

SetMaxCpuPower 99


At 100% the CPU clocks up as defined in the BIOS setup.

At 99% the CPU usually gets limited to its base clock speed which can be quite low on CPU with lots of cores.
See Task Manager -> CPU -> Base speed.

The real-world minimum speed starts around 50..30%, values below are set but usually do not lead to lower freqencies.
For minimum clock for sure you can set 0%.
